Sean (who forwarded me the above photograph) writes:

My girlfriend and I ran across a stray kitten twice this weekend (once near the corner of India and Manhattan and later on the corner of Franklin and Huron).  We decided to take him in last night, but want to see if anyone is missing him.  He looks a couple of months old, with black and white fur, and he’s clearly had an owner since he knows the litter box and is very friendly.  He had been outside at least 2 days, but could have been more.  He has fleas and might have a condition with his right eye.  We’re taking him to the vet when they re-open tomorrow. Could you help us by posting his picture or recommending sites for lost cats in the area?

The Ending Community Homelessness Coalition (ECHO) has released a report entitled “Solutions for Homeless Chronic Alcoholics in Austin”. According to the report, 35-40% of the U.S. homeless population struggles with alcoholism as compared to just 5% of the housed population. The report estimated that out of the 3,451 homeless people in Austin, 1,208 homeless people had some form of alcohol problem and 875 suffered from chronic substance abuse.

At times, the addiction to alcohol is so great that when faced with the choice between sobering up for a shelter or staying on the streets, many alcoholics stay on the streets. Some are so addicted that they are willing to drink harmful substances like mouthwash to supplement their bodies’ need for alcohol. The report also states that 150 homeless people died due to alcohol-related deaths on the streets of Austin last year. Individuals with the most severe forms of alcoholism are the most in danger of dying on the streets and are the most frequent users of resources (i.e. hospitals, police, court systems). Severe alcoholics have a need to drink all day, which causes them to be unable to properly seek food, shelter, or aid.

One of the more surprising findings in the report was that shelters that allow alcohol (aka wet shelters) saved both money and lives. Wet shelters are a part of the “harm reduction” strategy, which aims to meet substance abusers “where they are at” as opposed to immediately imposing sobriety. Although the long-term goal of the strategy is to stop substance abuse, the immediate goal is to improve overall wellness. The ECHO study looked at other cities that have used “harm reduction” methods. One of the programs is based in Ottawa, and the results from a study in the Canadian Medical Association Journal indicate clear benefits for the individuals involved in the program:

  • the average daily consumption of alcoholic drinks dropped from 46 to 8;
  • most participants indicated they had improved qualities of sleep, personal hygiene, nutrition and health;
  • employees reported that 88% of participants complied with their prescription medication requirements;
  • problems with the police decreased by 51%; and,
  • trips to the emergency department decreased by 36%.

Seattle also implemented a “harm reduction” strategy by creating a program where seventy-five rooms were offered to “individuals placing the greatest financial strain on city resources” as part of their “harm reduction strategy.” The program has been successful in not only reducing alcohol consumption, but has also saved $1.8 million in emergency room visits alone.

LAST GASP: Live From Manhattan Avenue, Part II

As some of you have probably noticed earlier today I posted footage of a man who decided to sit in the middle of the street and block traffic. Well, shortly thereafter I noticed a couple of NYPD patrol cars canvassing the area. I am pleased to announce that as of 7:00 p.m. they got their man! Sort of.

I do not post this footage with the intent of criticizing the 94th Precinct. They have a job to do— and regrettably handling individuals who are clearly mentally ill has become one of their responsibilities. Rather, I have to wonder about the effectiveness of a rehabilitation facility— one which is funded in part by our tax dollars, I’ll add— when someone under their care requires a police motorcade to get back home. Clearly whatever this facility is doing is not working— and sadly it is probably only a matter of time before this man gets hurt.

If you look carefully when this gent gets up you will notice he has had an, um, accident. This gives a whole new meaning to “doing it in the road”. Just another Monday afternoon in the Garden Spot, folks…

UPDATE, 7:40 p.m.: I have just gotten the 411 on what led up to this event from a pair of eyewitnesses on the scene. Apparently this chap was in a physical altercation with anther individual. He was struck and managed to spill his beverage. Upon hitting (sitting on) the street he shouted:

You spilled my liquor!

New York Shitty Slide Show du Jour, Part II: Business As Usual

Freeman Street

As promised follows are some highlights from my sojourn around north ‘Point this afternoon. Aside from the two above-depicted houses (which can be found on Freeman Street between Manhattan Avenue and McGuinness Boulevard and are lacking electricity) the damage was minimal. Rather, it would appear that the Garden Spot has (inasmuch as is possible) regained its sense of normalcy. As you will see we are enjoying our (scant) public spaces, the El Blablazo tree has survived; some hapless soul was (is?) awaiting access to the Box House Hotel and I even met a dog named “Kitty”. While not depicted, Jerzy (AKA: the chap who lives in a truck on Franklin Street), is safe and sound— if quite busy! I suspect he feels the same way we all do: it’s nice to have our neighborhood— replete in all its glorious eccentricity— back. On that note and without further ado, enjoy!
